I'm not a doctor, but someone who has been suffering from corneal problems too. If your dad had surgery on his eyelid, it's possible his doctor isn't a corneal specialist or even an ophthalmologist. He needs to get to a specialist ASAP. Since I don't know the name of his condition, I don't know if it's similar to the problems I've had. Clouding of the cornea can be very bad, as I know. Unfortunately, those of us on Medicare may have trouble getting the treatment we need. However, there are laser treatments for some corneal problems, and in a worst-case scenario, there is corneal transplantation. The key is to get himself into the hands of a good specialist right away! Good luck!
