It sounds like you are getting an arthritic 1st metatarsal phalangeal joint
called hallux rigidis or hallux limitus.
It's possible to maybe have an orthotic type device for your foot to put in the shoe to prevent motion of the joint when you walk.
which often will stop the pain, or with the help of an injection.
This condition is usually because of a very specific problem with the foot, an elevated 1st metatarsal,
so typically exercises don't help too much.
