I had surgery to have a neuroma removed in 1986. Although it was uncomfortable to say the least, I have not experienced any more painful sensations.
I found that I had a neuroma when I had sharp pains shooting from my foot to my hip. I had cortisone shots that were NOT successful. I opted to have the surgery rather than have more cortisone shots. I HATED that needle. I do not regret having the surgery! It was NOT a waste of money - especially after the anxiety attacks I had facing the thought of another shot.

If you are skepticle of your doctor's advice, seek a second opinion. I was lucky enough to have a great podiatrist to begin with.
