If allergies tend to make things worse as you say then I would certainly suggest seeing an allergist and getting tested if you havent' already done this. There may be something out there that you are not away of being allergic to that is causing some of this. Allergy shots might not be a bad idea if that is what the allergist recommends. Other than this I don't have any suggestions at this time. The hearing retraining is a good idea if you can find enough information about it. Good Luck.

: : You didn't mention what the ENT doctor has said about all of this. Have you had an MRI to be certain there is nothing physically wrong that can't be corrected? Let us know what the docs have tried and/or suggested so far and maybe someone can be of more help to you.
