The risk is major to those whose blood would contact the blood of a HCV positive person, particularly one with a very high viral load. But people with HCV DO NOT present a major risk generally.
The virus does not penetrate the skin, so the risk is actually not that high when it comes to contact only.
Cuts should be tended and covered, and care should be taken to clean up any blood in the environment, as you have stated. Bleach, left on the surface several minutes before a rinse with hot water, should do it.
Do not share razors, toothbrushes or manicure tools. Wear condoms if you have multiple partners or your partner is uncomfortable with any amount of risk.
