Dear Lori,
The best I can offer without having the answer is to follow the same steps in Arkansas that you did in Tennessee for the state health plan.
I am sorry I cannot tell you anything about the health plan in Arkansas, but contact your local social service agency for more information.
Sometimes the public library will have information also.
