I think you haven't found the right doctor yet. This doesn't sound like herpes as I know it. A herpes outbreak doesn't normally last this long. In males, it's usually in a place where you can see it but I suppose there's a remote possibility you can get it inside. The blisters are very small and white. I've never broken one to see the color of the fluid. Herpes seems to manifest every combination of signs and symptoms ranging from none to painful open sores and welts. A flareup usually lasts 1 to 2 weeks.
