Anything I say should not substitute for advice from your doctor. The pulse rate is the number of times the heart beats per minute. The BP is the pressure in the arteries during contraction of the heart (systole) and the relaxation of the heart (diastole).
If you are taking the Minoxidil orally and not topically, you may be getting some BP lowering from the Minoxidil. A systolic of 144 is considered the low end of mild high BP. You should probably check it over a period of time (relaxed) and then let your doctor know to see what he thinks.
