In response to Wheaten's message, I would guess the dong quai is causing the rapid heartbeat, although that is a hefty dose of black cohosh. It is best used in the 40-100mg range. Too much will cause headaches at the base of the skull, probably because it can dilate blood vessels. It is a great herb and works wonders if used in moderate doses.
In response to Angela's message, licorice can bind aldosterone receptors, and aldosterone increases blood pressure. I don't think the black cohosh is causing your problem, either. It contains salicylates and acts as a blood thinner and can lower blood pressure.
