See a dermatologist (skin doctor). My guess is that this is a fungal infection, similar to jock itch or athelete's foot. (I am NOT a doctor, just well-read on these sorts of things...so this is an educated guess). A common one that causes discoloration of the skin like you describe is "tinea versicolor".
Like I said, see a dermatologist. If I'm right, the doc could give you a prescription ointment to apply to this spot which would clear it up within only a few days! Or, this could be something else the doctor has a different treatment for, or it could just be a "normal" little quirk, for which no treatment or concern is needed.
: Please help with any info. For as long as I can remember I have had white patches of skin on the head of my penis. It is like thick skin, and is not visual when dry. But if I am wet for periods of time it is very easily seen. If I scrub hard it seems to go away. There is no rise in that area it is flat. Iv had this for years, it neither grows or is painful or smells or itches, it is simply there. If anyone knows the name of this or has an idea please tell me, since my girlfriend had made mention of this being unusual I have become concerned.
