Facial hair growth isn't part of primary sexual maturation. A man can be fully developed
sexually at 15, but not start shaving until 17. In usual puberty, there is sufficient testosterone
to start facial hair growth at 14 or so, but the hair follicles lie dormant for quite some time.
When the hair follicles become active varies from individual to individual. Just because one
guy is shaving about a full beard sometime at 15 and another guy a few years later
doesn't mean that the 15 year old developed sooner.
To answer your question, no, the penis does not usually enlarge after puberty has
ended. Typically, most men(the majority) reach their full erection size by 15/16.
