Your penis is OK and normal so don't worry! The foreskin is a bit tight (very normal) so you just have a bit of work to do. I too am uncut so I understand what you're dealing with. THe bit of skin you describe is the frenulum, it holds the foreskin just under the tip of the head of your penis on the underside. YOU do not want to force, pull or tear that in any manner. What you need to do is gently and over time stretch the foreskin down over the head of the penis. Take warm/hot soaking baths and stretch out the skin of the foreskin....in time (several weeks to a couple of months) the foreskin will stretch and loosen and will move easily completely down over the head and smooth out just like a circumcized penis. Then, when erect or having sexual intercourse the foreskin will move at will without problem. Only in VERY RARE cases will a physician loosen the foreskin by a surgical procedure similar to circumcision. That condition is called phimosis in case you want to do a bit of research. Main thing to do is work at the stretching bit and take care of the area under the foreskin as it is a breeding ground for bacteria and such. Write back if this doesn't help!
