I am not sure.. some questions to ask would be does her activity level change (like sometimes she does a lot of things and soemtimes she hardly has the enrgy to do anything)... when she is "up", how is she like? Just happy? Does she sleep less? Does she talk faster? Does she have a lot of ideas and plans that she can't follow through with?
When she is "down" how is she like? Does she seem slowed down, spends a lot of time in bed, feels worthless, feels there is no purpose to life?
Maybe you should check one of the numerous online diagnostic despcriptions.. hve you done some research on it?
(I know it is hard. I ahve been evaluated for bipolar myself, a mild form maybe, and I am still not sure)

OK hope this helps a little bit? She should really be evaluated by a professional again. Why did she say the doctor was crazy? Did he diagnose her with anything?

By the way alcoholism, spending too much money, bad temper, suicide attempts, can be part of bipolar.
