Keep the temperature, particularly in your sleeping room, below 75 degrees (Fahrenheit).
Sounds too easy, but this simple, drugless, and pain-free method which I discovered quite by accident has worked perfectly for me, and others. Therefore, I urge you to take this approach seriously, since RLS is often a debilitating, life altering affliction.
Background: I developed sporadic symptoms of RLS ten years ago, although as time went on, the frequency, duration and intensity of these RLS symptoms increased - often delaying, interrupting, and/or preventing sleep.
Over a period of several years, I noticed that my RLS symptoms increased with the temperature, and conversely decreased as the temperatures went down. This was most noticeable, and dramatic regarding my bedroom temperature, where RLS symptoms tend to be most prevalent. Thus, since I live in a warm climate, the temperature correlation was and is directly related to the efficiency of the air conditioning unit.
In short, I maintain a temperature cool enough to require a blanket - without "cheating", that is, absent the urge to uncover my feet and/or legs. Therefore, I recommend the same for you, although the exact level of coolness required for consistent and reliable RLS relief may, given our differing metabolisms, vary. Nevertheless, I'd start at the lowest tolerable temperature possible, then work up. All in all, I believe you will find the result of this simple, straightforward method quite amazing.
