Connor is totally correct. Hair is a genetic thing, many guys have very little and some have a whole bunch. Development takes time, so you may get more hair in those other places in time. If not, no big deal because most women don't care for really hairy guys. One other thing, many guys today are shaving all of their chest hair and even the pubic area...so you'll be just fine with whatever hair you get there. One way to gauge where you may end up is to check with the men in your family to see how much chest and leg hair they have, this is fairly easy to do and should cause no discomfort!
