Yeah, put him in therapy and give him lots of psychological hang-ups about sex when there's nothing wrong with him. ('Now, son, I don't what you to think you're doing anything wrong, but you need to see a therapist, you freak' Doesn't matter how you phrase it that's how it'll come across.) At 11, he's probably only just discovered masturbation and whilst 12 times a day is a lot, I remember I masturbated frequently, 5 or 6 times a day, 'til the novelty began to wear off. Given his size and early age, it justs sounds like you have a sexually precocious child.
As to the pain thing, that's not all that unusual either when young men first start - it happened to me for the first few months and also some of my friends (though by no means all). Now I'm older, I realise it was a very similar pain to 'blue balls' and was probably similarly caused so if it's this kind of pain, again there's nothing to worry about. If it's more severe then a trip to the doctor's is a must.
