The area under the foreskin can develop smegma, this is a build up of whitish "stuff" that is from being covered all the time and from bacteria from urine, moisture etc. YOU MUST keep the area under the foreskin clean all the time, I am uncircumcised so I understand what you're dealing with. Be sure to wash the area good when showering and several times a day if you notice smegma there. Certainly after sex or ejaculation be sure to clean up good. If the "dots" were on the penis shaft or foreskin (or if you notice them there at some point) that condition is called pearly penile papules....also very commmon, nothing to worry about and not an STD. Learn all you can about your equipment and how to take care of it, its the only one you'll ever have. Write back with any other questions!
