It is not about vaginal fluids, it is about unprotected vaginal sex. Having vaginal sex increases minor invisible abrasions of your penis, and viruses (such as HIV) can gain access into your bloodstream. That is why it is considered to be a high risk activity.

Any genital contact with a person who, say, has a herpes outbreak, or other STDs, is dangerous. Transmission does not necessarily occur every time you are having unprotected vaginal sex and some STDs are more contageous than others but it's a gamble and you never know.

So, my advice to you is get tested and practise safe sex. And - somebody's semen on your penis is a low risk activity, but not a zero risk one.
