It sounds like Balantitis which is more common in uncircumsized men. Don't panic yet but it can be a serious condition causing permanent scaring. I'd suggest seeing a doctor. I'm not an expert on the subject but there is a lot more information online do a search for Balantitis and BXO a related condition.
