I have a problem with my skin on my legs

I have break outs on my legs beginning from my upper thigh all the way down, I describe then as ant bite looking bumbs because it is a bumb with white puss and it hurts when I touch it. I started using eucerin which calms it down and I don't have much breakouts however my question is what is it and will it ever go away and how does someone get it. Many told me its because my skin is dry and I never tan. I also have dry patches along my neck at times, they come and go but it is gross how do I get rid of them?
