Hi. Yes, the bulging cervical disc could be giving you weakness in your arms. Disc problems can do many, many things. Numbness is one of them also. Ask your doctor about a physical therapy program. Bulging discs may be helped with a therapy program. Don't get too nervous! In time it should get a little better on it's own anyway. You may need additional help though. Take care.
