bulging discs c5-6&6-7

I am currently seeing an orthopedic surgeon for "impingment" in the right shoulder and a neurophisiologist(?) at least that's what I was told he was by the physical therapist that he send me to.
I have had x-rays and MRI's done on bothe my right shoulder and my cervicle spine.
I was told that I had bulging discs in c5-6 and c6-7.I have a high level of pain in my right shoulder and it often (upon reaching for somehthing) makes a "popping" sound and feels like it is getting reaady to come out of the "socket".
The PT says some of the pain in the shoulder could be from the neck problem but they're not sure. The orthopedic surgeon says he can fix the shoulder (this only after 6 trips and 3 cortisone & "novicane" injectons to isolate where the problem is).
The neurowhats-his-name doesn't seem to have a clue.
Would I be better off going to a neurosurgeon? **That's what I thought I was being sent to by the orthopedic surgeon! The "neuro-----" works FOR the orthopedic surgeon at his office. I thinks I may smell a rat looking for as much $ out of me as possible before they "farm me out" to another doctor's office.
Any ideas out there??
