Medicare paying for stroke rehabilitation

Hi: I'm appealing an appeal on a Medicare decision, and any feedback would be appreciated. Basically, the "skilled nursing care" facility within 72 hrs. of admission decided that an elderly stroke would not benefit from physical therapy, thereby denying him of the benefits of physical therapy, and making his stay there ineligible for Medicare. When he left there months later, the next facility did give him PT and he greatly benefited from it. Question: Does the facility make more money off a private patient than one eligible for Medicare? What internet sites do you think would be helpful? Thanks
