my friend went to a plastic surgeron (not acne related) and he told her to put vitamin E on her scar but not to get too much on her face, the skin around the scar or else she'll get pimples.

after that, i stopped using the vitamin E that i had.

could vitamin E really break people out instead of helping them with red marks?

I don't think all vitamin e will break you out, Aloe vera gel contains lots of vitamin E and it definitely doesn't cause breakouts. I guess depending on what it's interacting with, or if your skin is already oily, then it might be a problem.

Yes, Vitamin E is comedogenic (pore-clogging).

The actual Vitamin E is pore clogging? Or is it the other ingredients with it? I've been taking Vitamin E capsules, this is good for skin, right?

Taking Vitamin E capsules internally is good for the skin.

Applying Vitamin E topically directly to the skin is pore-clogging.
