100% Carotid right artery

My 82 year old father - who is in good health over wise, had been diagnosed with 100% occlusion in his right carotid artery - the left has 30 to 40 % blockage. He had cat scan that showed he has had mini strokes. His doctor says that because it's 100% blocked that surgery to unblock the right carotid artery is too dangerous. It's better to treat with meds. I find no support for this online anywhere. He is a borderline diabetic and eats accordingly, does not smoke or drink and exercises every day. Is this correct? Is surgery to unblock the artery not done in this case?
