I have no experience with fillers. I have heard they are not permanent - they last only about a year and then you have to redo it again.
For myself, 2 things have filled out the scars I had - Epidermx microdermabrasion and Silkia camellia oil. The scars were about 2mm deep on my forehead and now extremely faint, almost non-visible if I don't look closely in the mirror. I have this result after a year on the products. I have other scars above my upper lip and they are also filled out a lot, but not as much as those on the forehead. I never thought I could rid of my scars without expensive procedures. It took a long time but so worth it at the end.
