Hives?

Over the past month and a half I have been getting a rash on my body. I went to the dermatologist and she said she thought it was hives and did a battery of tests to see if she could find a cause. The tests can back normal and I am currently on Prednisone and 2 topical steroid creams. My concern is they keep coming back even while on the medicine so I wanted a second opinion on if you thought they looked liked hives. The marks are usually one to three red spots in an area with a hard bump or two in the middle of the welt. They itch and are painful to touch. I have had them on my elbows, fingers, wrists, thighs, stomach, and buttocks. They come up randomly and last for a week. They usually start one place and then the next day I'll get one or two somewhere else and it continues from there. After a month and a half I can still see bruising and discoloration from the original set.
