i don't know if this is something i should be worried about, but my foreskin only retracts over the glans and about 1/4 of the shaft when i'm erect. when i'm flaccid it retracts fully. during sexual intercourse this hasn't bothered me at all, but i've heard that the foreskin is supposed to retract fully while erect. so, i'd like to know if this is true or if this is normal.

p.s.
i've tried to fully retract the foreskin while erect and that leads to pain in the frenulum and the glans is pulled downwards.

help is appreciated

I don't understand the first paragraph. It sounds perfectly normal to me.
The second paragraph sounds like you have frenulum breve...especially the part about the frenulum pulling the glans downward.
The two paragraphs sound like a contradiction to me. If you can expose the glans and 1/4 of the shaft, it doesn't seem possible to have frenulum breve.

if i try to retract the foreskin more after it's already down 1/4 of the shaft, then it leads to pain.

If you are seeing all of the head, and the inner foreskin, there is no problem.
If you can't see all of the head, or if the head is pulled downward by the frenulum before you can see all of the head, you may have frenulum breve.

so what i heard about the foreskin supposed to retract all the way to the bottom of the shaft is untrue?

absolutely untrue. you would have to have about 4-5 inches of overhanging foreskin, to have it stretch all the way back to your abdomen when retracting.
