What to do about tenosynovitis of the toe?

I was running alot in Jan and in Feb noticed soreness on the ball of my foot and fourth toe. Podiatrist #1 diagnosed mortons neuroma via ultrasound (tho no tingling or numbness; only stiffness/pain at joint). Podiatrist #2 took an MRI and diagnosed tenosynovitis of the fourth metarsal joint, with swelling on the ball of the foot. This has been going on for 4 months-now had 2 cortisone shots, orthodics, and still not healing...any advice? I am off foot (only daily activities, no running/walking). Thanks!!
