Random Pain in Neck (Pulling/Shock like feeling)

I'm an 18 year old male and every so often I get a very sharp pain in the back sides of my neck (once a week or once every two weeks). It feels like a pulling/shock and it gets hot as it goes away. The pain last for like 5-10 seconds and it usually happens randomly when doing large or subtle movements. This has been going on for about 2 years now and it makes me nervous to do basic things like chasing around my dogs or dancing around in the mirror while getting ready. Sometimes it hurts a lot and other times very little.

I'm an artist, writer, and avid reader so I spend a ton of time looking down, but I also found out last year that I have thoracic outlet syndrome and a cervical rib when I began feeling pain in my chest after mopping.... Would that paired with my lifestyle cause these random sharp pains? I haven't had any problems with chest pains since then though. Thinking back, the doctor only recommended home exercises or therapy if it bothered me again, but didn't go into depth about the syndrome and if it would cause problems anywhere else.

I have been eating healthy and exercising daily for the last month and half (stretching, weight lifting, walking 8 miles a week, and spending less time my laptop and phone. All of this yet I can't shake these random neck pains.
