Unhappy Hair coloring problem - Highlights/Toner

I've had highlights in my hair for now 2 years. I felt that my hair was getting a little too blond so my hair dresser two weeks ago touched up my highlights and put a toner in my hair. Now I have brown hair with no highlights! The toner covered up my highlights and I hate it! Does a toner wash out or is it permanent? I need to know because I have a wedding coming up soon and I was some of my blond back. Thanks!!
