BP normal & then very high

I was at the DR on Monday and my BP was 119/ 70
Today I took it and its very high... 188/119 & I feel lousy.
My right arm is aching like a toothache. I can not manouvre it to do up my bra.
My hand is shaking a wee bit... my right shoulder is very sore to the touch. It was massaged with that deep cold by my husband and damn near killed me from the pain.

Am wondering if I should head for emergency. This is the right arm, so am not thinking it can be heart related.
