What does an elevated FSH level mean?

Hi, I just had my day 3 bloodwork done and my FSH level (supposed to be below 12.5) is 14.1 and is too high to take clomid. My Dr. wants to see me next week to discuss a new plan and see how agressive we want to treat this. What does it mean when your FSH level is too high?
