Perhaps a second opinion with another orthopedic knee surgeon may help. In addition it appears you may benefit from some aggressive physical therapy. Even if the knee is "strong" that may mean that there isn't abnormal movement in the joint (meaning the ACL is doing it's job), but it may not mean that the surrounding muscles are strong. Even in a runner you can run but have a weak quad or other muscles.
