Problem with foreskin

I am 17 and recently realised that your foreskin is meant to retract. Mine is unable to and so I have been stretching it. I am at the stage where when the penis is flaccid, I can retract it down to the base of the glans with a little bit of pressure. This however, is where my problem comes into play. My foreskin cant retract any further as it is fused to the base of the glans. I am not talking about the Frenulum, literally the foreskin is fused to the base, preventing me from retracting the foreskin any further.

Please help me as I'm starting to get worried. How can I fix this problem?

Hey gravyshuffle. Your phrase "the base of the glans" needs clarification. Are you talking about the corona or behind the corona? When you retract your foreskin, does it bunch up behind the corona (the rim of the penis head)?

What happens when you try to retract your foreskin with an erection?
