| Skin shreading under cuticle - any idea what this is?

Every few months, the skin under my cuticles starts to "shread" After a week or so, it goes away. I've got a few questions:
1. What's this area of the finger called (between cuticle and knuckle)
2. Does this condition have a name? Is "Shreadding" the correct term?
3. Is there a cure or way to speed-up the healing process?
Somebody told me it's related to vitamin C deficiency. However, this time around I've been taking mega-doses of C and it doesn't seem to be making a difference...
