Sinusitis, unless chronic, should respond to treatment with antibiotics. Also, sinusitis can be confirmed with a sinus X-ray or CAT scan. There is usually a build up of fluid or mucus in the sinus cavities. Some of the symptoms of sinusitis and TMJ overlap, which can cause misdiagnosis, especially since some of your sinuses (the maxillary sinuses in your cheeks) are very close to the TMJ joint. A decongestant usually relieves the symptoms of sinusitis but not TMJ, at least in my own experience. There are many good websites on sinusitis on the web. Just google or yahoo "sinusitis".
