    Lifelong unidentified skin issue

I have a skin issue that I've had since I found out I was diabetic, about 16 years. I have it on my inner elbows, and on the sides between my rolls, lol and sometimes in patches on my neck and also on my lower back right above my butt crack lol. I have noticed that it would go away in the winter and come back whenever it gets hot and especially humid. When I take a shower the dead skin rubs off and what's underneath turns red but not for long then turns back to brown. It does occasionally itch and I have really dry skin all over my body. But the condition never shows up anywhere else. The health conditions I have are type 2 diabetes, asthma, environmental allergies year round, fibromyalgia, high blood pressure. Not sure if it matters but I had the skin condition when I only had asthma, allergies, and diabetes and has been the same since diagnosed with the others. Medications I take are levothyroxine, Lisinopril, vitamin d, amitriptylene, Prilosec, Claritin, nasonex, Ventolin, Flovent.
