One recurring bump and one invisible bump

I have a small red bump on my finger. It comes and goes, but it is always in the exact same place on the same finger. What could this be? Could it be anything to worry about? I don't want to waste a doctor's time if it turns out to just be nothing, just a weird spot or something, but it just seems strange that it is always in the same place.

I also have a bump next to my eye, at the end of my eye brow. There's no visible mark or discolour or anything, but touching it you can feel it is there. This one doesn't come and go, it has been there a long time, I'm talking a few years at least, and it doesn't seem to have ever gotten any bigger, but I've always been worried about it. Should I be worried about it do you think?

Always get bumps and persistent red areas checked out by a dermatologist.
