Question C1 o ring small pinching spinal cord

Ive been having headaches neck pain and neck stiffness for several months now and the headaches and neck pain have gotten worse. I went to see a spine surgeon and he said my disks are smaller than normal and making it close to spinal c1 has moved closer to the cord pinching it...i have a small sublaxation...but he wants to fuse c1 and c 2 is there another way of fixing my neck without fusion? I'm only in my 30's with kids. Also I've been trying to get other opinions from doctors but the spine surgeons I went to even neurosurgeons said they don't do my type of surgery and to find another surgeon that does. Apparently what I have is rare and not common. Where can I find a great surgeon in the southern California region? Anyone know?

I'd recommend Hyun Bae in Santa Monica. Did my 3-level laminoplasty last year. Was recommended to me as a very good surgeon and extremely honest. Practices at Cedars Sinai and Saint Johns.

I'd hate to have a C1-C2 fusion, as - I'm told - that level is responsible for about half of range-of-motion. Perhaps a posterior decompressive surgery would work as well or better?
