Angry fused L4 - L1, now herniated L5,S1, foot drop

I would love to get your opinions concerning an issue I'm having! I had XLIF on my entire lumbar spine in Dec except L5. My body had autofused it. Two weeks ago, I had severe burning pain in my legs, followed 2 days later by drop foot. A CT myelagram shows a mild herniation at L5,S1. Good news, my other fusions are showing much bone growth
Now, my doctor advises fusion of that level, while another in his practice thinks epidural and PT.
I feel like fusion will be necessary as the added weight above it will likely be an ongoing issue. I just want to get well once and for all.
Also,is a one level fusion a terribly painful ordeal. I was in horrific pain after those 2 surgeries in Dec, 10 days in hospital, and 3 weeks in rehab. Ugh
Thanks for any advice you can give
