rash on breast

About 9 months ago I had surgery to remove a complicated group of cysts in my breast which also had atypical cells. The scar is still bumpy and raised and red. The scar is itchy and now I'm getting an itchy rash around the area (even a few inches away) with little red bumps. I've put cortizone cream on it and it seems to help. It goes away and comes back. Has anyone else experienced this with a surgical scar on breast? Do you think there's something wrong?
