Anyone may take someone else to court. But it is not likely she will get anywhere. No one is obligated to allow bunches of people to invade their home uninvited.

However, it would behoove the sister that is caretaking to apolegize for offending the other sister and to make ammends. That does not mean that she has to allow anyone free access to her home. That is only to show good faith and kindness to one that is clearly fearful of losing access to her mother.
After allowing the bad feelings to die down, all of you must realize this is not the time to play hardball with each other. It is the time to find workable compromises. Perhaps someone else can caretake some weekends and let the caretaking sister have some free time for herself, when the other sister can be there too.
If this is really a matter of mom's safety and health (is it really???) then that can be verified by a doctor.
If not, then you all must work together to come to a good solution for all concerned. For the sake of your mother and families. Illness wrongly handled can rip families to is no one's fault, so be on your guard and best behaviour with each other and you will get thru this.
The one sister must have a greater need to be with mom than some of you. Try to allow for that, can you?
