What state do you live in? Are you sure that your daughter is not under Medicaid, instead of medicare? It seems that she should meet Medicaid guidelines. In Pennsylvania, you can apply for medicaid for a child who has a disability and your income is disregarded. There is also a program called HIPP. The government pays the family's medical premiums if one family member is on medical assistance. This way, medical assistance (Medicaid) becomes secondary. They are doing this because they want Medical Assistance to be secondary to the private insurance. It is more effective for them to pay private insurance premiums than to pay a medicaid HMO a monthly amount. Another program is the CHIP program, which provides coverage for children in families who's parents make too much money to qualify for Medicaid, but not enough to be able to afford insurance premiums. Under this program none of the children have to be disabled to meet the qualifications. You should call your local Department of Public Welfare to see whether you have these programs in your area.
