It is called gynecomastia and develops during puberty or anabolic steroid use. Due to the high levels of testosterone in the body some of it converts to estrogen and causes female traits (breast formation, body fat distribution, etc) The doctor can prescribe an anti-estrogen such as nolvadex but I doubt he will unless it becomes pronounced. I also went through same thing during puberty and once the tissue develops it never goes away. Thankfully mine was not too bad. Aside from a cosmetic concern there is no health concern.
