Yes, high blood pressure could MOST DEFINITELY be the proximate cause of her nose-bleeds if it;s very high. How high is it?
Another likely cause could be some drug or suppement that she is taking that is acting as a blood thinner. Is she on aspirin (or any anti-arthritis med), plavix, warfarin or heparin?
Lots of herbs have blood thinning properties, as does fish oil.

With only one nostril bleeding, she may just have a single weak and damaged artery and it's usually treated with heat cauterization of the artery if packing for a couple weeks doesn't allow it to heal.
I think that can usually be done in a doctor's office (ENT specialist,) but maybe it takes a hospital overnight. Not sure.
