Low carb vegetables: just about anything that is green and leafy. You can get carb counts for various foods in a paperback carb counter book available at any bookstore. You can also find food carb counts in most grocery stores by just reading the labels and nutrition info labels in the produce isle. Stay away from potatoes, carrots, beans, and grains of all types. After you have lost your excess weight, you can incorporate some of these back into your diet, but they must be limited.

Low carb fruits: most berries - strawberries, blackberries, raspberries, etc. These have to be really limited though until you have lost the weight. They still have about 10+ grams of effective carbohydrates per serving. Apples and oranges are moderately high in carbs and should probably be avoided entirely until you have lost the excess weight. Even then, they need to be really limited, like no more than one per day (a small one at that). Ounce for ounce, grapefruit has fewer carbs than oranges. 1/2 a grapefruit would be better than one medium orange.

If your thyroid levels aren't up to par, losing weight will be difficult regardless of the what diet you are on. What was your last measured TSH, Free T4, and Free T3 levels? Have you looked into natural thyroid meds such as Armour? Many people just don't do that well on Synthroid alone. Synthroid contains only the hormone T4. Armour contains both T4 and T3. Another option would be to add a small amount of Cytomel (T3) to your Synthroid or switch to Thyrolar with is a synthetic T4/T3 combo.
