Have you tried looking down his throat? He may be refusing fluids if his throat hurts, but is unable to communicate that to you. Have you been giving him either tylenol or ibuprofen while he is ill? If it's ok with your pediatrician, and please check with your doctor first, it may help to give him a dose, give it half an hour or so to kick in and then try offering fluids. When I would go through this with my son, his doctors recommendation was that the minimum fluid he should be getting was 5ml, or 1 teaspoonful, every 5 minutes. This was to prevent deydration which can be very dangerous in a young child.
Good luck with your baby. You might want to call your doctor anyway just to let him know what's going on, especially if he continues to refuse fluids.
