No, it's not considered an SSRI since it doesn't affect ONLY serotonin. It does raise serotonin levels, but the drugs that are called SSRI (Prozac, Paxil, Celexa, Lexapro, Zoloft, and Luvox) are supposed to affect serotonin alone and none of the other things like dopamine or norepinephrine.
I just switched from Zoloft to Effexor. I wasn't sure I wanted to do this at first as I think I have something else going on, too, but I was miserable almost all the time lately. Zoloft wasn't doing anything for me. I switched to ZOloft at one point after Paxil possibly caused quite a bit of weight gain - and weight often leads to my depression (in part - the other part is major anxiety about stuff that eventually leads to depression, too). My dr thinks effexor will help me lose some weight. We'll see. Effexor seems to have kicked in right away for me, and it's good so far.

I am glad that effexor isn't an MAOI. I was worried about that for some reason.
